The press clipping you feature [from Martin Edwards] tells a lot. But I have combined research using old directories with info on cheltenhamsouthtown.org researched by Brian Torode on 38 Andover Road (the corner property Andover Road and Tivoli Street opposite the Tivoli where the Butchers’ Arms used to be).
He says in early directories the property was numbered 4 and 4 1/2 Tivoli Place with 4 1/2 being the corner into Tivoli Street. I’m not sure what directories he was looking at, this wasn’t the case in the Annuaires, Hunt & Co 1847 or Edwards.He also says in the 1840s tghe property was a butcher’s business run by Mr. T. Hughes. Again, not according to the directories I saw. But no. 4 Tivoli Place did have a split usage. 1840s it was listed mostly for W. Phipps, but he got listed under “Dairymen” and “Greengrocers.” The first butcher I saw listed was T. James in 1850 when Phipps was still listed at no. 4 also under “Dairymen.” In the 1851 Edwards Directory I only saw Phipps listed, but as well as under “Dairymen” and “Fruiterers & Greengrocers,” he also had a listing under “Poulterers” which is close to a butcher’s I guess. The first time I saw T. Hughes listed as a Butcher at 4 Tivoli Place was in the 1851 Edwards Directory, and Phipps was still listed there as a Dairyman too. Then both continued to be listed throughout the rest of the 1850s.
Back to the info on the cheltenhamsouthtown entry, it says, “It has been difficult to trace the history of this property but it would appear from the Old Town Survey and Annuaires that from 1852 to about 1887 it had become another pub in the area – the Butchers’ Arms.” (This accords, doesn’t it?). It goes on “the proprietor in 1852 was William Bailey. The pub changed hands frequently and between 1883 and 1887 when it closed, it had five tenants, the last being James Williams.”
I first found it listed as the Butchers’ Arms Inn in the 1872-3 Royal Directory, but under Tivoli Street (55 – or to be pedantic after 54) rather than at 4 Tivoli Place – the joys of corner plot listings in directories!Mrs. A. Phipps was listed against it.
The same in both the 1876 and 1878 Royal Directories too.
In the 1880-1 Post Office Directory there was no listing for it anymore in Tivoli Street, but Mrs. A Phipps is listed at 4 Tivoli Place, just with the word “dairy” after her name. In the 1883-4 Post Office Directory 4 Tivoli Place is listed as C. Phipps, pork butcher. Your press clipping then ties it all together nicely I think.
